The populist base must be ginned up by blaming some group -- usually a powerless group that cannot effectively defend itself -- so that the group that actually holds the mass of power can thump their chest about how oppressed they are and then feel good about annihilating them.
Too true. This accounts for transgender people being the bogeyman of the day. Once Conservatives tire of them, they'll move on to other groups unable to organize a defense. It's sad and pathetic, but what populism lacks in ideas they make up in oppression.
